HB 1001 Vote Explainer: Income Tax Cut

July 13, 2026

Quick Take

I voted yes on this one because it was the least destructive income tax proposal during the session, and with a reserve of ~$15B I felt that some kind of income tax cut was appropriate.

Why It Matters

  • Income tax cuts primarily benefit higher income households.
  • Income tax cuts can have a stimulatory effect on the economy, to an extent.
  • The state of Georgia currently have a reserve above and beyond the "Revenue Shortfall Reserve" of about $15B.

Key Facts

HB 1001:

  • Lowers the Tax Year 2026 income tax rate from 5.19% to 4.99%
  • Removes thresholds for further tax cuts.
  • Removes any plan for further tax cuts.

My Perspective

With Georgia holding onto nearly $15B in tax revenue surpluses (taxes collected and not spent on services), it makes some sense to consider a tax cut.

Ideally, I'd rather that money be invested in state agencies and programs that will help Georgians who are dealing with cost increases, but the majority party is not supportive. Of all the tax cuts proposed during this session, this one was moderate and put the least amount of pressure on the budget. I voted yes, though the benefits would primarily benefit those who are not really suffering from our affordability crisis.
